Iron ore pellets generally fall into two categories: direct reduction grade, and blast furnace grade. Direct reduction pellets are mostly used in the production of DRI and usually have higher grades and premiums, while blast furnace pellets are used in blast furnaces and generally have lower premiums. Since there are no blast furnaces in Saudi Arabia for the production of steel, all the iron ore pellets produced in the country is DRI-grade.

With a GDP of over $793 billion in 2019, Saudi Arabia was the largest economy in the region that year. The country’s economy, the second richest country in terms of natural resources, is heavily dependent on oil, its main natural resource. But since the introduction of the 2030 Vision in 2016, the country has determined to minimize oil reliance. Saudi Arabia is the third largest producer of crude steel in the region, behind Turkey and Iran. Owing to the abundant availability of natural gas, steelmakers use direct reduction in EFs to produce steel. However, with the increasing volume of ferrous scrap in the Arab states of the Persian Gulf, the share of scrap in the country’s steelmaking feed has increased.

Market drivers of Saudi Arabia’s iron ore pellets

A major part of Saudi Arabia’s crude steel output comes from DRI. While part of the country’s DRI capacity has been idled, demand for DRI will drive the development of the iron ore pellet market.

Lower grades of iron ore in mines around the world and the requirement of crushing by miners in order to remove deleterious elements will create an opportunity for iron ore pellets in the future; many are forecasting a much faster growth for iron ore pellets compared to fines.

In order to achieve full capacity utilization in sponge iron production, Saudi Arabia needs to import an additional 2.5 million tonnes of iron ore pellets from major foreign supplier Brazil; this incurs high costs and can affect the profit margins of sponge iron producers in the country.

High availability of natural gas as one of the most important consumables in producing sponge iron as well as the environmentally friendly nature of using the raw material will drive the growth of the sponge iron market in Saudi Arabia, supporting the development of the iron ore pellet market.

Saudi Arabia’s iron ore pellet market has always been undersupplied over the past years, with a major part of demand being imported from Brazil. This has led to the commissioning of new pellet projects in Brazil, prompting many to ramp up pelletizing capacities. But Saudi Arabia can ramp up iron ore pellet output if more investment is made in mines and higher iron ore production. Despite the numerous iron ore mines operating in the country, most are small-scale compared to other mines around the world, leading to higher production costs. As a result, production from these mines is not economically justifiable and not very attractive. Thus, Saudi Arabia’s iron ore pellet market is expected to remain undersupplied over the coming years.
