Iron ore pellets generally fall into two categories: direct reduction grade, and blast furnace grade. Direct reduction pellets are mostly used in the production of DRI and usually have higher grades and premiums, while blast furnace pellets are used in blast furnaces and generally have lower premiums. Since crude steel in Iran is mostly produced by melting sponge iron, demand for iron ore pellets is mostly composed of DRI-grade. But once the new blast furnace in Zarand comes online, demand for BF-grade pellets will increase.

With a GDP of $415 billion in 2019, Iran was the third largest economy in the region that year. While the country’s economy was steadily growing after the drop in 2012 due to the sanctions, it dipped once again in 2019 thanks to the return of the sanctions. Iran’s massive iron ore reserves have been strong drivers of developments in the iron and steel industry; the country is the largest producer of iron ore in the region. Steel output in Iran has increased significantly over the past years; the country was the tenth largest producer on a global scale in 2019.

Market drivers of Iran’s iron ore pellet

Over 85% of Iran’s iron ore is used in the form of pellets. The higher recovery rate of pellets compared to other processed iron ore products as well as declining grades in the country’s mines are the most important factors in the steelmakers’ move towards pellets. Given the forecasts of further declining grades and the increasing need to improve recovery rates, the share of pellets in the country’s steel furnace feed is expected to increase.

Lower grades at iron ore mines around the world and the requirement of crushing iron ore into fines in order to remove deleterious elements will present an opportunity for Iran’s iron ore pellet market; many are forecasting a much faster growth rate for iron ore pellets compared to fines.

Iran has massive reserves of natural gas; it is the third largest country in terms of natural gas reserves, behind Russia and the US. Therefore, developments in the country’s iron and steel industry have been focused on direct reduction using gas rather than blast furnaces. Since DRI-grade pellets are the main raw material in direct reduction using natural gas, developments in the country’s iron and steel industry will drive demand for pellets, especially DRI-grade.

The relatively low grade of Iranian iron ore combined with the emission intensity of sinter (the major rival and substitute for iron ore pellets) will further drive the country’s steel market towards using pellets instead of sinter. Moreover, research indicates a higher recovery rate for iron ore pellets compared to sinter.

Overview of Iran’s iron ore pellet market

Most of Iran’s demand for iron ore pellets is met through domestic output. The country has massive iron ore reserves, but demand for iron ore pellets is still growing; however, pelletizing capacities have not been adequately developed. Further, limited developments in the country’s iron ore mines have led to issues regarding raw material procurement for pelletizing plants. Thus, the demand for iron ore pellets is expected to outpace supply and oversupply is expected to shrink every year. As a result, net exports are expected to decline.
